Improve this URL regex to handle # hashes correctly

I'm using @diegoperini's regex to validate URL's, However this:

http://domain.com/#foo -> Matches
http://domain.com#foo -> Doesn't match

I'd like it to match both, I know i can use filter_var but in my case that's not an option.

The current regex is:

Not sure if this will maintain all other cases where URL has to be valid..
