LPC55S28 not able to connect to the JLink Debugger

I have an issue with my PCB. The NXP LPC55S28 on my PCB is unable to connect to the Jlink debugger. I don't know what is wrong its my first time with NXP LPC MCU so I have very little idea of what could be wrong. Can someone please help I am attaching the schematics and the Jlink terminal

I have followed the schematics from the LPC55S28 Development board from NXP. The PIO0_5 is pulled up through 2200ohm resistor. And the rest of unused pins are connected as guided in the Hardware design guide.

I connected to the Jlink and powered through USB there is another MCU on the board which is powered through 3V3_LDO and that works fine (connects to JLINK and can be programmed. On the FB pin there is 1.09 Volts I checked on the L1. Rest of the voltages on the caps are stable 3.29 Volts. and when I connect the USB the device fails to enumerate to windows 10 with "USB device not recognized".
